Sakura, Tomoyo, Meilin and Syaoran have gotten together in downtown Tokyo for a day of fun This background appears towards the end of the Hitorijime musical segment, as Meilin imagines what it would be like to be be an adult and to marry Syaoran.

I'm not sure why this particular background was used for cut 39, which was the first segment of Meilin's wedding dream. That particular sequence looks like a bright light was placed underneath a background. Perhaps the layout just got mixed in there.
