This cel, for me, is when the battle between Sailor Moon and Mistress 9 really begins. Mistress 9 has set Sailor Moon up. Using Hotaru''s knowledge of Sailor Moon's secret identity, Mistress 9 is perfectly capable of playing off Sailor Moon''s emotions. And that''s her plan - to play off Sailor Moon's sense of pity in order to destroy the world.

I love the set-up of Mistress 9 sitting on her throne, ready to trap Sailor Moon.
