In order to prevent Unazuki from kissing her, Rei prevents Unazuki from doing so with her ofuda.

Apparently, in the Sailor Moon universe, having your pure heart taken is akin to becoming a harlot (or, in Minako's case, sends you to the funny farm). Unazuki, Motoki's younger sister, spends the episode dreaming about how wonderful her first kiss will be. She has no idea that she's the enemy's next target, and after having her heart taken, attempts to kiss Makoto.

I managed to get a cel with Rei and her ofuda; she hardly used them past the first season. As Unazuki's pure heart was stolen by the MOTD, Rei throws a scroll on Unazuki's mouth to prevent her from kissing strangers. I finally got the douga unstuck!
